The EU Has Formally Adopted the Turnberry Agreement. American Whiskey’s Access to Europe Is Now on a More Durable Footing.

The European Union has formally adopted the two regulations implementing the tariff commitments established under the Turnberry Agreement, completing the legislative process ahead of a 4 July deadline. The regulations, adopted by the EU Council on or around 1 July 2026, will enter into force upon publication in the Official Journal of the European Union. Once in force, the EU will begin reducing tariffs on US industrial and select agricultural goods as agreed under the framework reached between European Commission President Ursula von der Leyen and US President Donald Trump in Turnberry, Scotland, in July 2025.
